4.4. Packing

Sub-section 4.4.8. to be expressed as follows: “Palm oil in liquid form in tank-containers, large metal tanks (cisterns) for automobile and railway transport, made of stainless steel for foodstuffs with layered nitrogen and or in large metal tanks (cisterns) for automobiles and railways, covered with a layer of epoxy resin made of mild steel and permitted to be used in accordance with the established procedure”.

1.    Scope

This standard applies to refined palm oil used as raw materials in the food industry (hereinafter referred to as palm oil).

The use of palm oil for the production of baby food and dairy products is strictly prohibited.

Quality and safety requirements in subparagraphs 4.1.1 4.1.4, 4.2.4; requirements for the marking part are given in subsection 4.3.

3. Terms and definitions

In this standard, the following terms are adopted with appropriate qualifiers:

3.1. palm oil: vegetable oil obtained from the midbrain of palm oil, with an oil content of at least 99.9%, without variation, by going through a complete purification and aromatization cycle.

3.2. Complete cleaning and aromatization cycle: the process of cleaning from existing impurities, including phosphorus-containing substances, waxes, free fatty acids, dyes and substances that create taste and smell.

4. General technical requirements.

4.1. Properties (characteristics)

4.1.1. Palm oil is processed in accordance with the requirements of this standard for technical documentation using auxiliary means established (4) or other sanitary rules and norms, sanitary norms or norms of legal acts in force in the territory of the state that adopted the standard.

4.1.2. In terms of organoleptic characteristics, palm oil must meet the requirements specified in table 1:

4.1.3. The content of pesticides, toxic elements and radionuclides should not exceed the limits established by (4) or other sanitary rules and regulations, sanitary standards or legal acts on the territory of the state adopting the standard.

4.1.4. The identification characteristics of Palm Oil Fatty Acids and the method for the determination of fatty acids are given in Appendix A.

4.1.5. In terms of physical and chemical parameters, palm oil must meet the requirements specified in Table 2.

4.2. Demand for raw materials

4.2.1. For the use of palm oil, the following raw materials are used:

* unrefined palm oil-according to regulatory documents of manufacturers;

* refined palm oil-according to regulatory documents of manufacturers;

* refined deodorized palm oil that does not meet the requirements specified in Tables 1 and 2.

Raw materials for the production of palm oil are not allowed for the production of the products intended for human consumption.

4.2.2.Raw materials used for the production of  palm oil in bulk, clause 4.2.1 are transported by transportable means suitable for this purpose.

Railway tanks must meet the requirements of sanitary rules and regulations, hygienic standard for the organization of freight transport by rail, operating on the territory of the State that have adopted the standard.

4.2.3. Refined palm oil and flavored refined palm oil must be stored in food containers in accordance with clause 4.2.1, the use of which is permitted in accordance with the established procedure.

4.2.4. In the production of palm oil, the use of antioxidants provided for the production of vegetable oils is permitted in accordance with the regulations in force in the country where the standard is adopted.

4.2.5. The safety criteria for raw materials should not go beyond the standards (4) or the regulations in force in the countries where the standard is adopted.

4.3. Marking

4.3.1. The marking of palm oil is carried out in accordance with the requirements (4) or regulations of the countries that have adopted the standard.

4.3.2. Each unit of a container for the transport of palm oil must have the following marking

• * list of products;

• the name and address of the producer (legal address, with the addition of the country name and, in the case of non-compliance with legal address, the address (a) production (producer));

* the name of the organization in the territory of the state in which the standard is adopted, the manufacturer authorized to accept claims (claims) from the consumer in the territory of this state (if any);

* net;

* product composition (with mandatory indication of food additives. Ingredients from genetically modified organisms (GMOs);

* nutritional value (strength of 100 g of the product according to Appendix B, the amount of fat per 100 g of the product);

• term of use and storage conditions;

• product catalog number and package number;

• Date of manufacture;

• mark of this standard;

* information on conformity assessment.

4.3.3. Any setting of the date of manufacture with accurate marking is allowed.

4.3.4. The signs used "Protection from sunlight", "Protection from moisture", "Top" and "Breaking", "Caution" must be installed in accordance with (1) * and GOST 14192.

4.3.5. Additional requirements for portable marking must be consistent with the sales contract.

4.3.6. Handling of palm oil in bulk is allowed. The documents accompanying the goods (goods) must contain the following information:

• grocery list;

• name and address of the manufacturer (legal address, with the addition of the country name and, in case of inconsistency with the legal address, address (s) of production (manufacturer));

• net;

• term of use;

• product number or date of manufacture;

• a sign designating this standard;

• Information on conformity assessment.

4.4. Packaging

4.4.1. Palm oil is packed in corrugated cardboard boxes in accordance with GOST 9142, GOST 13511, GOST 13516. It is allowed to use other boxes that ensure the safety of palm oil during transportation and storage, made in accordance with the established procedure from materials approved for storage of vegetable oils.

In polymer stainless steel containers intended for the food industry, they are packed in the prescribed manner. Containers should be fully welded or sealed with sealed lids of materials used in the prescribed manner.

The transported container must ensure the safety of the goods and their compliance with the requirements of this standard, including the indicators used in the case of identification, during the entire period of use in compliance with the conditions of transportation, storage and sale.

4.4.2. It is allowed to add T-fold corrugated cardboard sheets in accordance with GOST 7376 and GOST 9142 to corrugated cardboard boxes used for palm oil packaging.

4.4.3. The net weight of palm oil in a package can be from 5 to 25 kg.

4.4.4. The maximum possible mutual tendencies of net weight in relation to a given (nominal) number are determined in accordance with GOST 8.579.

4.4.5. Before packing the palm oil, the boxes should be laid out on paper wrappers sheets made of polymeric materials suitable for food products, the use of which is allowed in the prescribed manner.

4.4.6. The lids of the cardboard boxes are glued with paper glue in accordance with GOST 18251 or with polyethylene tape with a suitable adhesive layer for food products, the use of which is allowed in the manner approved by the authorized state body of the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan.

4.4.7. Wholesale and retail sale of palm oil in bulk is not permitted for general consumption and use.

4.4.8. Palm oil in liquid form in tanks, large metal tanks (cisterns) for road and rail transport, stainless steel for food products with layered nitrogen storage, their use is allowed in accordance with the established procedure.

4.4.9. Tank containers, large metal tanks (cisterns) for road and rail transport must be thoroughly cleaned of previously stored garbage by steaming, washing and drying and must not have any foreign odors.

Do not put palm oil in containers that used to contain hazardous and non-food products.

4.4.10. Containers and packing materials must be clean, bloodless and free of foreign odors.

4.4.11. Transport packaging must ensure the safety of the goods and their compliance with the requirements of this standard, ensure compliance with the conditions of transportation and storage.

5. Rules of admission

5.1. Rules of acceptance and sampling are performed according to GOST 5471.

5.2. Each piece of palm oil exported from the plant is tested in accordance with the requirements of this standard and is documented in an accompanying document for the products, which confirms the conformity of production requirements.

5.3. Seasonal inspections are carried out according to safety indicators in accordance with the production control program developed by the manufacturer.

6. Control methods

6.1. Sampling is carried out in accordance with GOST 5471.

6.2. Determination of odor, color, transparency and composition of products is carried out in accordance with GOST 5472, GOST 10766 (paragraphs 8-10).

6.3. Determination of taste is carried out in the absence of organoleptic melting and melting at a temperature of 45 ° C 50 ° C.

6.4. Determination of total moisture content and evaporating substances is carried out in accordance with (2) and GOST 11812.

6.5. The determination of the total oil content in accordance with Appendix B is carried out by calculation.

6.6. Determination of the total share of oil-free mixtures is carried out in accordance with GOST 5481.

6.7. Determination of foam (quality test) is carried out in accordance with GOST 5480.

6.8. Melting point determination is carried out in accordance with GOST 976.

6.9. Sample preparation for the determination of toxic elements is carried out in accordance with GOST 26929.

6.10. Identification of toxic elements:

• lead according to GOST 26932, GOST 30178, GOST 30538;

• arsenic according to GOST 26930. GOST 30538;

• cadmium according to GOST 26933, GOST 30178, GOST 30538;

• mercury according to GOST 26927;

• copper in accordance with GOST 30178, GOST 30538;

• iron according to GOST 30178, GOST 30538.

6.11. Determination of radionuclides is carried out on the basis of a regulatory document adopted in the country in which the standard is adopted.

6.12. Determination of pesticides is carried out in accordance with regulatory documents and methods in force on the territory of the state, an adopted standard.

6.13. Determination of fatty acid composition is carried out in accordance with GOST 30623. GOST 30418, Appendix A.

6.14. Determination of high acidity (peroxide) is carried out in accordance with GOST 26593.

6.15. Determination of the acidity level is carried out in accordance with GOST 5476.

6.16. The determination of the iodine content is carried out in accordance with GOST 5475.

6.17. The total content of solid triglycerides is according to GOST 976.

6.18. Color determination is carried out in accordance with GOST 5477.

6.19. The determination of the total proportion of phosphorous substances is carried out in accordance with the regulatory documents and methods in force on the territory of the state, adopted by the standard.

6.20. Determination of the total fraction of trans fatty acids is carried out in accordance with the regulatory documents and methods in force in the countries adopted by the standard.

7. Transport and storage

7.1. Palm oil is transported by all means of transport in accordance with the requirements of this standard and the terms of the contract.

7.2. When transporting open-topped palm oil crates, they should be protected from precipitation and sunlight. We carry out transportation of boxes, containers made of polymer materials with palm oil in vans (trucks), universal covered wagons, containers of multi-ton and medium carrying capacity without special refrigeration equipment.

7.3. Liquid palm oil is transported by tank cars, tanks of vehicles and railways, from stainless steel for food products with nitrogen layers, the use of which is allowed in the prescribed manner. Containers for transporting palm oil should be equipped with fluid recovery equipment. be equipped with a heating system and durable closure caps.

7.4. Railway tank cars for transporting palm oil should be provided with special signs and information posters.

7.5. Tank containers, large tanks for cars and railways for the transport of palm oil must be thoroughly cleaned of previously stored residues by steaming, washing and drying.)

7.6. It is not allowed to transport palm oil in tank containers, tank cars of road and rail transport, which previously transported dangerous and non-food goods.

7.7. Palm oil is poured into containers (tanks) with liquid, and large metal tanks (tanks) of railway transport are stored in sealed stainless steel containers for layered nitrogen products, the use of which is prescribed in accordance with the regulations.

7.8. Pumping of palm oil is carried out by accompanying equipment made of stainless steel for gaseous products, the use of which is allowed in accordance with the established procedure.

7.9. It is not allowed to store palm oil in common warehouses together with products with a specific pungent odor.

7.10. Storage conditions for palm oil should ensure the preservation of the product and its compliance with the requirements of this standard.

7.11. The duration of use and storage conditions for palm oil are set by the manufacturer.
